Appellant is a limited partnership. Its sole asset is a rental apartment building located in the District of Columbia. Acquired by the partnership in March 1983, the property consists of 24 apartment units. Currently, only a handful of the units are occupied, the rest having been left unrented as their tenants vacated the premises.
