Plaintiff, on behalf of herself and her son, Earl Jones, has sued the County of DuPage ("DuPage"), the City of Elmhurst ("Elmhurst") and numerous county and city officials for allegedly causing Earl to commit suicide shortly after he was arrested and incarcerated on October 18, 1985.
