In this M.R.Civ.P. 80C action, plaintiff Northeast Occupational Exchange, Inc., appeals from a Superior Court (Penobscot County) judgment affirming the Commissioner of Mental Health and Mental Retardation's denial of Northeast's reapplication for a license as a community mental health services facility under the Community Mental Health Services Act, 34-B M.R.S.A. §§ 3601-3606 (1988).
