Appellant, Department of Professional Regulation, Florida State Board of Medicine (Board), appeals from a final order of the Leon County Circuit Court, permanently enjoining the Board from proceeding further on the application of appellee, Dr. Roger Marrero, seeking licensure, and from disallowing Dr. Marrero to withdraw his application.
