GOLDBERG, Special Trial Judge:

The issue we consider presently is whether Howard Blumin, a nonparty witness, properly invoked the Fifth Amendment privilege against self-incrimination when he refused to answer questions posed to him by respondent at the trial of these consolidated cases1 in Atlanta, Georgia.
