In 1983, plaintiff Tomislav Savic ("Savic") recovered in excess of $93,000 on a worker's compensation claim arising out of injuries he sustained in 1981 while working as an employee for the Kovilic Construction Co., Inc. ("Kovilic"). See Illinois Workers' Compensation Act, Ill.Rev.Stat. ch. 48, ¶ 138.1 et seq. Because the accident occurred on a naval base while Kovilic was acting as contractor...
