This is an appeal from the judgment of the Chancery Court of Shelby County declaring the amendment to T.C.A. § 8-21-1001, set forth in Chapter 479 of the Public Acts of 1985, to be constitutional. The amendment in question increases the fees to be collected by county registers for their services in all counties except the five most populous counties of the state.
