On January 24 and May 29, 1984, the district court decided two "eminent domain" proceedings brought by the United States to determine the value of two parcels of land, one in Truro, Massachusetts, owned by Nancy Watson, and one in Orleans, Massachusetts, owned by John and Gail Gochenaur.
