Appellants, eight former employees of the Commonwealth of Puerto Rico, brought suit under 42 U.S.C. § 1983 against their erstwhile agency chief, Rafael Adolfo de Castro, the Ombudsman.1 They claimed to have been discharged because of their political leanings in derogation of their constitutional rights.
