This cause came before the court for trial from June 27 to June 29, 1988 on several claims brought pursuant to 42 U.S. C. § 1983 by plaintiff Winford Feagin. The claims arise from an altercation on July 17, 1985 between Mr. Feagin and Michael Blough, a correctional officer at Indiana's Westville Correctional Center ("Westville"), where Mr. Feagin was an inmate.
