Brian Keith Jeffcoat appeals from a final judgment entered in the District Court for the Western District of Missouri granting summary judgment in favor of the Secretary of Health and Human Services (hereinafter the Secretary). Jeffcoat v. Bowen, No. 85-4067-CV-C-5 (W.D.Mo. Nov. 19, 1986).
