Petitioner Roger Monigold is a state prison inmate serving an indeterminate term of 15 years to life for second degree murder, plus a determinate term of 2 years for use of a firearm. He seeks relief from the Board of Prison Terms' order recalculating and postponing his minimum eligible parole date (MEPD) when the board determined four years after the fact that he was ineligible for day-for-day worktime credit....
