MEMORANDUM OPINION AND ORDER REGARDING MOTION FOR RECONSIDERATION

On October 6, 1987 this Court issued an Order which, in part, denied defendant's Motion to Dismiss plaintiffs' claims for "Official Torture," "Prolonged Arbitrary Detention," and "Summary Execution."
