This is an appeal from a judgment of the Juvenile Court for the Parish of Orleans, which dismissed the State's petition to terminate the parental rights of Henry Barber as to his minor son, T.S.B. The issue before us is whether due process prohibits the State of Louisiana from proceeding with its action to terminate the parental rights of a deaf father who is unable to hear the proceedings against him and to communicate with his appointed counsel....
