Marvin B. Enochs entered a conditional guilty plea to one count of violating 18 U.S.C. § 511(a) (1987) by knowingly removing the vehicle identification number (VIN) from a stolen vehicle. The district court1 sentenced him to five years' probation, a $28,000 fine, and 400 hours of community service.
