This case is before us for the second time. For many years, the State's Longevity Bonus Program paid monthly benefits to twenty-five year Alaska residents, age 65 or over, who had been domiciled in Alaska before statehood. AS 47.45.010-.170 (prior to amendment in 1984). In 1984, this court held that the twenty-five year residency requirement and the pre-statehood domicile requirement...
