Appellant, Randy Kampsen, brought suit seeking to recover for damages allegedly resulting when his truck was impounded by Kandiyohi Sheriff's Deputies and towed by Gordy's Service and Towing. The vehicle was eventually sold to a salvage company after appellant failed to reclaim it from the towing company.
