Petitioner Tomás López-Torres, a former police officer, filed a motion pursuant to 28 U.S.C. § 2255 seeking to vacate and set aside the judgment entered against him based on ineffective assistance of counsel. Defendant was charged and convicted for violation of 18 U.S.C. § 242, in that he deprived another of his rights under color of law and, in this case, the deprivation resulted in death...
