Karen Froysland was injured December 12, 1985, while working for the City of Williston. She filed a claim with the North Dakota Workers Compensation Bureau. The Bureau accepted the claim and paid medical expenses in connection with the injury. On August 14, 1987, the Bureau issued an order affirming its July 1, 1986, order which continued payment of medical expenses but denied disability benefits and rehabilitation retraining benefits.
