The appellants, Weldon Covell and Martin V. Carmical, challenged an ordinance of the City of Beebe which rezoned property adjacent to theirs. They sought injunction, mandamus, and declaratory judgment against the appellees, who are the members of the Beebe City Council, and David McAfee, who is the owner of the land. Mr. McAfee is also a member of the city council but did not vote on the ordinance which proposed to change the zoning from R-1, single...
