Appellant Ronald Hyland was found guilty of illegally parking commercial vehicles on a residential street in violation of St. Paul, Minn., Legislative Code § 157.04(13)b. On appeal, Hyland argues that the ordinance is unconstitutionally vague and unreasonable, that a pretrial hearing on his discriminatory enforcement claim should have been held, and that the trial court's judgment was clearly erroneous.
