The defendant was convicted in the municipal court of two counts of indecent exposure. On appeal to the circuit court, the circuit judge remanded the case to the municipal court, effectively dismissing the appeal. The case was remanded because of the failure of defendant's counsel to satisfactorily comply with the circuit court's local rule requiring jury instructions to be provided to the court several days in advance of the trial.
