Margaret Arkanakyak appeals from a superior court judgment sustaining the Alaska Commercial Fisheries Entry Commission's (CFEC) refusal to award her two points toward a Bristol Bay salmon set gill net limited entry permit based on her alleged participation in that fishery as a crew member in 1971 and 1972.
