The plaintiffs have filed suit alleging that the Commonwealth of Virginia and the Department of Health, through the defendants Mays, Tenney, Hicks, Schutrumpf, Stern, and Buttery deprived them of their due process rights under 42 U.S.C. § 1983, and the Fourteenth Amendment, and have requested injunctive, declaratory, and monetary relief. They have also asked this court to exercise pendant jurisdiction...
