This case returns to the court after remand to the district court for a statement of reasons why that court denied appellants' motion for voluntary dismissal. See Conafay v. Wyeth Laboratories, 793 F.2d 350 (D.C.Cir.1986). After considering the reasons provided by the district court, we conclude that appellants' motion should have been granted and accordingly we reverse the order denying...
