Smith, a citizen of Maryland, sued the Chamber of Commerce of Jefferson County, West Virginia ("Chamber"), and its manager George Vickers, for injuries sustained at the Chamber's Mountain Heritage Arts & Crafts Festival held in Uvilla, West Virginia, in June 1985.
