This is an appeal by the city of Providence (city) from an order of the Superior Court holding the city in contempt for its failure to comply with a prior court order affirming an arbitrator's award. At issue are certain promotional practices of the city's police chief in light of the collective-bargaining agreement entered into between the city and the Fraternal Order of Police, Providence Lodge No. 3 (lodge), on July 1, 1983...
