Beatrice Houston and associated plaintiffs appeal a district court judgment approving an electoral plan instituted by the city of Oxford, Mississippi, under Section 2 of the Voting Rights Act of 1965. Following the 1980 federal census, Oxford introduced a new plan to elect members of its board of aldermen, the governing board of the city.
