This case presents the question of whether the waiver of governmental immunity incorporated in the Wyoming Governmental Claims Act, §§ 1-39-101 through 1-39-120, W.S. 1977 (1987 Replacement) (Act), permits a claim of common law liability for harboring an animal known to be vicious to be asserted against a city or town.
