MILLER, Justice:

This appeal is from the denial of a petition for a writ of mandamus filed in the Circuit Court of Mingo County by two teachers to compel the Mingo County Board of Education (Board) to reinstate them. The circuit court refused to reinstate the teachers on the theory that they did not seek a hearing before the Board.
