WOLLMAN, Circuit Judge.

James C. Wright appeals the district court's1 denial of his petition for habeas corpus under 28 U.S.C. § 2254 (1987). Wright argues that the district court erred in finding that his claims were either procedurally barred or without merit. We affirm.
