This action began when Billy R. Hornsby (employee) filed a workmen's compensation claim against Elmore County and Elmore County Commission (employer). The employee claimed that he developed an occupational disease out of, and in the course of, his employment. After a hearing, the trial court found that the employee was totally and permanently disabled and was entitled to receive workmen's compensation benefits...
