DOOLEY, Justice.

This is a petition for extraordinary relief filed by a Vermont newspaper against the Judicial Conduct Board (Board) to gain access to certain discovery material in the possession of the Board in connection with the case of In re William C. Hill. Apparently, substantial discovery, both informal and formal, has gone on in the case before the Board. In early 1987, Justice Hill served extensive requests to produce, and thousands of pages of documents...
