The Salvation Army (SA) seeks certiorari review of a decision by the Eleventh Judicial Circuit Court, Appellate Division, affirming the revocation of a building permit by the Board of County Commissioners and the Zoning Appeals Board. We hold that petitioner failed to sustain its burden of showing the zoning resolution was not supported by competent, substantial evidence, and thus failed to make the required showing of Combs v. State,
