LIACOS, J.

The board of assessors of the town of Provincetown (assessors) challenges a decision of the Appellate Tax Board (board) granting abatements of certain real estate taxes assessed against the plaintiffs (taxpayers). The assessments cover fiscal years 1982-1985. This court granted the assessors' petition for direct appellate review. We affirm.
