The Iowa Law Enforcement Academy (academy) refused to train and certify a Monroe County Deputy Sheriff, plaintiff Edward J. Hollinrake, because his vision did not meet the academy's standards for a peace officer. Plaintiff filed an action in district court against the academy and others not involved in this appeal, alleging a civil rights violation by the academy of employment discrimination based on disability.
