This is a devolutive appeal from a trial court judgment which granted a variance to a parish land use (zoning) ordinance provision which required a minimum side yard building setback of ten feet.

FACTS

Arthur and Julie Brennan Tolis (Tolises) are the owners of, and reside at, Lot 200, Phase 8, Quail Ridge Subdivision, in St. Tammany Parish, Louisiana. C. Cooper Construction Co. (Cooper)
