OWEN, District Judge:

Plaintiff Goethe House seeks to preliminarily enjoin the National Labor Relations Board from further processing a representation petition or conducting a representation election for plaintiff's seven non-German employees1 in New York City as ordered on April 15, 1988. For the reasons set forth below, the preliminary injunction is granted.
