Plaintiffs, Posadas de Puerto Rico, Inc., the operator of a deluxe hotel and casino in the Condado section of San Juan, and Suzanne Goulet, a Canadian citizen whom the hotel wishes to permanently employ as a choreographer, appeal to this Court from the decision of a U.S. Department of Labor Administrative Law Judge (ALJ) denying then an Alien Labor Certification, a prerequisite to an immigrant visa.
