The State appeals the ruling of the juvenile court refusing to terminate the parental rights to K.F., a boy born in July 1980, and to L.F., a girl born in October 1983, of E.F., their natural mother. The State sought termination pursuant to Iowa Code section 232.116(5). The juvenile court concluded the State failed to show by clear and convincing evidence the children cannot be returned to the custody of E.F. See Iowa Code § 232.116(5)(c...
