On June 26, 1986, relator Otter Tail Power Company ("Otter Tail") filed a petition with the respondent Minnesota Public Utilities Commission ("Commission"), seeking an increase in retail electric rates of $13,905,238 and interim rates in the amount of $12,606,922. The Commission set interim rates in the amount of $10,782,984 and directed that a contested case hearing be conducted by an Administrative Law Judge ("ALJ") to determine...
