Plaintiff-Appellant Ronald Riessen, an employee of Ida County, and his wife Plaintiff-Appellant Sheryll L. Riessen, brought an action against Ida County Engineer Marvin McGahuey and Ida County Road Maintenance Foreman Dale Neville.
