Appellant Loren Bergmann, d.b.a. Travelounge and Bottle Shop, applied for renewal of his liquor licenses for 1987 from respondent City of Melrose. After a contested-case hearing before an administrative law judge (ALJ), the ALJ recommended denying Bergmann's application. The city council then denied Bergmann's application because (1) there were unpaid real estate taxes and special assessments on the premises, and (2) Bergmann failed...
