William Sattler appeals the district court's order dismissing his 42 U.S.C. § 1983 complaint as barred by the applicable statute of limitations with respect to all but two defendants.1 The complaint charged that certain law enforcement officers had conspired to burn Sattler's tavern and that other defendants had failed to prosecute those responsible for the arson.
