The sole issue on appeal is whether 1985 amendments to the Farm Credit Act of 1971 contain an implied private right of action for damages or injunctive relief, or a defense to foreclosure. The district court,1 661 F.Supp. 861, held that the amendments did not imply a private right of action for damages and dismissed without prejudice the Redds' claims for relief. We affirm...
