In Shiel v. United States, 515 A.2d 405 (D.C.1986), cert. denied, ___ U.S. ___, 108 S.Ct. 1477, 99 L.Ed.2d 706 (1988), the court held that the government had properly invoked a regulation authorizing the early closing of the Capitol Rotunda for the purpose of conducting a security sweep of the Capitol before the President's State of the Union Address to Congress later that evening.
