This suit arises out of an accident in which plaintiff, Hubie Vigreaux sustained permanent physical injuries when his automobile struck a utility pole on Tchoupitoulas Street. Plaintiff filed suit against defendants, the City of New Orleans, the Louisiana Department of Transportation and Development (DOTD) and New Orleans Public Service Incorporated (NOPSI), the owner of the utility pole.
