Richard C. Coleman was demoted and relocated by the Department of Public Safety (DPS). This action of DPS arose out of allegations that Coleman endorsed ticket fixing by members of the State Patrol and obstructed a related internal investigation. He appealed to the State Personnel Board (Board) which assigned a hearing officer. Following a public hearing the officer reversed the action of DPS due to insufficient evidence.
