The appellant Don E. Fowler appeals a decision of the Industrial Commission which held that his application for a hearing was barred by the statute of limitations. Fowler, who was employed as a police officer by the City of Rexburg, was covered by Idaho's Workmen's Compensation Law under a policy of insurance issued by the State Insurance Fund.
