This is an extradition case. Gary Neal Rayburn appeals from the court's order denying his discharge from custody under a writ of habeas corpus.

On July 28, 1987, Texas Governor W.P. Clements issued a warrant for the arrest of Rayburn in response to a requisition from the Honorable Roy Romer, Governor of the State of Colorado.
